The Centre and the Australian Council for International Development (ACFID) have recently produced the provisional document Same Space—Different Mandates: A Guide to Australian Stakeholders in International Disaster and Conflict Response.
Developed in collaboration with the Australian Agency for International Development (AusAID), Australian Defence Force (ADF), Australian Federal Police (AFP), Australian Red Cross, and members from the Australian NGO community, Same Space—Different Mandates aims to improve the collective understanding of those involved in international natural disasters and complex emergencies.
By clarifying how the multiple stakeholders are distinguished from one another, where they may have similarities and/or complementarities and what principles guide their work and engagement with others, the guide seeks to improve coordination and mutual understanding. Further, it highlights the challenges of working together in various contexts and offers quick tips for improving civil, military and police interactions in both disaster response and complex environments.
When the final version of Same Space—Different Mandates is published in the first quarter of 2012, it will be promoted as both a teaching tool within the Australian aid sector, the ADF, the AFP and other government agencies and serve as a pocket guide for these same stakeholders when deployed on field operations. However, as its utility goes beyond the Australian community, it will also be promoted internationally.
